From January to June 1984 I interned at the U.S. International Trade Commission while a student in the LL.M. program at The Washington College of Law, The American University.  I wrote the following memorandum on my own initiative at the end of my internship.  I was showing off.  I wanted to show that I saw something that no one in the USITC had seen: an infirmity in USITC rules.
